Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby.

Records of the last meeting were approved.

Councillor Quimby was appointed to read the records for the present week.


Application was received for Hawker/Peddlerlicense to sell Christmas trees, wreaths, baskets, kissing balls &decorations from Charles Hibbert at 297 Lincoln av, November 24- December 24, Sunday-Saturday, 9 am – 9 pm GRANTED Yeas 9, Nays 0 6-K

Application was received for Special License to sell alcoholic beverages from Charlotte Fullerton at Winnekenni Castle, Sunday, October 11, 11 am to 3 pm GRANTED Yeas 9, Nays 0 54-Q

Applications were received for Block Parties from:

Petition was received from Greater Haverhill Chamber of Commerce announcing 6th Annual Italian Festival, Sunday September 27, 11 am to 4 pm in downtown Haverhill on Washington st & also requests approval for/of:

  2. Placement of signs throughout City
  3. Closure of Washington st to traffic
  4. Waiving of City vendor fees for event
  5. Override permitted vendors in Washington sq for day of event

Communication was received from City Economic Development & Planning Director William Pillsbury, requesting Council vote to extend the WIPOD
(Zoning Ordinance-Waterfront Interim Planning Overlay District)for 6 months which was adopted March 31 2009 as provided for in the Ordinance.
On the question of passage the yeas and nays were as follows: Yeas,-Councillors Scatamacchia, Ryan, Macek, Daly O'Brien, Hall, McGonagle, Quimby and President Hart 8, Nays,-Councillor Donahue 1, and PASSED 26-BB


Hearing was held on Document 93, an application from Attorney James Waldron for Barbara Skofield Trustee of DPS Realty Trust applying for Modification of a Special Permit granted for 22-36 Washington st by Council on April 25, 2005 to Garrison Realty Trust, Document 157/2004; requesting that the requirement for one affordable unit be eliminated with Attorney James Waldron appearing in favor and no one in opposition, the hearing was closed.
