Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Scatamacchia, Ryan, Young, Hall, LePage, Daly O’Brien, Amirian and Macek.

Records of the last meeting were approved.

Councillor LePage was appointed to read the records for the present week.


The following appointments were made by Mayor Fiorentini:

  • Michael Soraghan to the HAVERHILL BOARD OF APPEALS. Effective immediately to expire March 16, 2011. CONFIRMED Yeas 9, Nays 0 1-X
  • Maurice McGuire to the BUSINESS PARK ZONING REVIEW TASK FORCE Effective immediately. PLACED ON FILE 1-Y


Application was received for a Tag Day for the HHS Italy Trip 2010 on March 25. GRANTED Yeas 9, Nays 0 29-J

Application was received for Taxi License from American Transportation & Taxi Service, 236 Winter Street – 1 vehicle. GRANTED Yeas 9, Nays 0 19-D

Petition was received from Tracy Fuller, Haverhill YMCA, requesting to hang a banner across Route 125 near Bradford Common for the month of May announcing “Haverhill YMCA Summer Camp”. GRANTED Yeas 9, Nays 0 20-B

Petition received from Leanne Eastman, Greater Haverhill Chamber of Commerce, announcing Laurie Chase Kidsfest, Sunday May 2nd, 11:00AM-4:00PM with rain date Sunday May 16th, 11:00AM-4:00PM in downtown Haverhill from Washington Square to Columbus Park. Also several related requests including waiving of City vendor fees. GRANTED Yeas 9, Nays 0 41


Communication was received from William F. Smith resigning as an appointed member of the Haverhill Board of Appeals.

Communication was received from Councillor Macek requesting to introduce Theresa Brown from Hilldale Cemetery Association to discuss allocation of Federal monies paid to State/City for veterans grave upkeep. PLACED ON FILE 5-Q

Communication was received from Councillor Macek requesting a discussion relative to installation of a walk light on Bethany Avenue.

Communication was received from Councillor Amirian requesting to introduce Doug Edison, President of Haverhill’s Brightside, to update Council regarding “Haverhill Goes Green” on April 25 at Winnekenni Castle and to request a banner. PLACED ON FILE, BANNER GRANTED FOR PARKING GARAGE and BOND WAIVED Yeas 9, Nays 0 20-C


Document 23, MUNICIPAL ORDINANCE CHAPTER 219 An Ordinance Relating to Stormwater Management On motion of Councillor Ryan to put on the table the Stormwater Management Ordinance before the Council tonight and in its place to Establish a Stormwater Management Committee at this time.

Document 24 Loan order to appropriate $3,259,668 to purchase & install approximately 14,000 water meters with wireless meter reading equipment in accordance with City’s Water Act Permit issued by MA Dept of Environmental Protection (see document for complete text) On motion of Councillor Daly O'Brien to amend the order by inserting $1,600,000 (in both places) and deleting $3,259,668 (in both places) and reducing the number of meters from 14,000 to 10,000.
