Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Scatamacchia, Ryan, Young, Hall, LePage, Daly O’Brien, Amirian and Macek.

Records of the last meeting were approved.

Councillor Daly O'Brien was appointed to read the records for the present week.


Communication was received from Mayor Fiorentini requesting to address Council to provide an update and presentation on the new Railroad Square Parking Garage on Granite Street.

The following appointments were made by the Mayor:

  • Anthony Chaves to the MAYOR’S TASK FORCE ON TECHNOLOGY, effective immediately. PLACED ON FILE 43
  • Karen Buckley to the MAYOR’S DOWNTOWN & WATERFRONT MASTER PLANNING COMMITTEE, effective immediately.
  • Michael Stankovich, Robert Ward, Paul Jessel, Robert Moore, William Pillsbury, and Richard MacDonald to the STORMWATER ADVISORY COMMITTEE, effective immediately. PLACED ON FILE 43-C


Application was received from Linda Gmelch for permit to hold 2nd Annual Road Race for “Friends of Andrew”, May 15th at 10:30 am from Sacred Hearts School to Bradford Common. GRANTED Yeas 9, Nays 0 33-B

Application was received for Hawker/Peddler license Jerry Mottola to sell hotdogs, kielbasa, chips, soda, water, iced tea, Gatorade, chili, cotton candy & caramel corn at GAR Park, March 31-December 31, Sunday thru Saturday, 9:00 am 9:00 pm. GRANTED Yeas 9, Nays 0 34-C

Petition was received from Derek Mitchell of Championship Wrestling Association requesting to hold professional wrestling show at Haverhill High School Gymnasium, Saturday, April 3, 7:00 pm to 9:30 pm. GRANTED Yeas 9, Nays 0 44


Communication was received from Councillor Scatamacchia requesting to introduce a representative from the Victor Emmanuel Lodge, Order of Sons of Italy, to present a citation to Police Chief Alan DeNaro. PLACED ON FILE 5-S

Communication was received from Councillor Macek requesting to discuss traffic safety improvements for the Ayers Village area at the intersection of Rt. 97 Broadway and Crystal st. PLACED ON FILE and REFERRED TO TRAFFIC & SAFETY COMMITTEE Yeas 9, Nays 0 5-T

Communication was received from Councillor LePage requesting to discuss requests for street lights. PLACED ON FILE 5-U


Hearing was held on Document 13, a petition from Stephen Defeo requesting the City accept Baypoint Lane as a public way with Stephen Defeo appearing in favor and no one in opposition, the hearing was closed. A favorable recommendation was received from the Planning Board and Planning Director.

Document 13-B ORDERED: That the following street described herein be accepted As a public way: Baypoint Lane (see document for complete text)
On motion of Councillor Macek that the street acceptance be contingent upon the applicant recording the easement plans and easement document, at the Registry of Deeds with the Original return for our records. MOTION PASSED Yeas 9, Nays 0 and PASSED AS AMENDED Yeas 9, Nays 0 13-B

City Clerk Toomey introduced Document 32-E To Wit: ORDERED: That the sum of $18,000 be transferred from Parks Salary account to Park Expenses to fund cleanup work resulting from the storm of February 25. PASSED Yeas 9, Nays 0 32-E

City Clerk Toomey introduced Document 22-C To Wit: ORDERED: That the iron track, railroad ties and associated equipment Located upon the real property owned by City of Haverhill, formerly known as the “Georgetown Branch” of the Boston & Maine Railroad (Parcels 6,7,8)as shown on the attached map, being and is hereby declared surplus. PASSED Yeas 9, Nays 9 22-C

On motion of Councillor Hall to suspend the rules to transfer $24,500 from the Wastewater department. Yeas 9, Nays 0

ORDERED: That the sum of $24,500 be transferred from the Wastewater Department Expense, Health/Life Insurance to Wastewater Department,
Storm Drainage Infrastructure. MOTION PASSED Yeas 9, Nays 0 32-F

Councillor Macek presented the minutes of the Natural Resources &Public Property Committee meeting held March 18, 2010 regarding Document
88-D/09 and Document 96-BB/09. On motion of Councillor Daly O'Brien to adopt the recommendation of the Committee to ask the Mayor to appoint a Citizens Advisory Committee to Provide review and input on future water supply planning. PLACED ON FILE and LETTER TO MAYOR Yeas 9, Nays 0 40-B
