New Car Dealer

If you wish to become a new car dealer in the City of Haverhill, there are a few options:

1.  Transfer a license from an existing licensee holder.  If someone already has a current year's car dealer license, you can work together to transfer that license into your name.  You will need to do the following: (a) Submit a certified plot plan and Building Inspector sign-off sheet to the Building Inspector for approval.  If a special permit is needed for the location, you must file the required documentation with the City Clerk's office to obtain the Special Permit and have the Special Permit allowed prior to filing your application with the License Commission;  (b) Once the Building Inspector sign-off is completed,  submit a letter of intent from the prior owner that states that he/she is transferring his/her license to you with a completed new Car Dealer Application; (c) Submit the Certified Plot Plan and the Building Inspector sign-off; (d) submit application fee of $60 in the form of cash/credit/check payable to the "City of Haverhill;"  (e) obtain a business certificate or submit Articles of Organization/Certificate of Registration if an LLC or Corporation; (f) submit a copy of occupancy permit (RM 210); (g) submit a copy of current license; (h) obtain a letter from the repair facility; (i) submit a copy of the lease/assignment of lease/deed/ purchase and sale agreement; (j) submit photos of the business showing overall property, entrances and parking area for vehicles; (k) submit evidence of ability to obtain bond once approved; (l) submit Worker's Compensation Insurance Affidavit; (m) attend next License Commission meeting once application is reviewed by the Haverhill Police.

2.  New License at an existing dealer location.  If this is a Class I, II, II, or MVS, and the current location was previously used as a dealership the steps are similar to those of a transfer.  You will need to do the following: (a) Submit a certified plot plan for the proposed location and Building Inspector sign-off sheet to the Building Inspector for approval.   If a special permit is needed for the location, you must file the required documentation with the City Clerk's office to obtain the Special Permit and have the Special Permit allowed prior to filing your application with the License Commission; (b) Once the Building Inspector sign-off is completed,  submit a letter of intent from the prior owner that states that he/she is transferring his/her license to you with a completed new Car Dealer Application; (c) Submit the Certified Plot Plan and the Building Inspector sign-off; (d) submit application fee of $60 in the form of cash/credit/check payable to the "City of Haverhill;"  (e) obtain a business certificate or submit Articles of Organization/Certificate of Registration if an LLC or Corporation; (f) submit a copy of occupancy permit (RM 210); (g) submit a copy of current license; (h) obtain a letter from the repair facility; (i) submit a copy of the lease/assignment of lease/deed/ purchase and sale agreement; (j) submit photos of the business showing overall property, entrances and parking area for vehicles; (k) submit evidence of ability to obtain bond once approved; (l) submit Worker's Compensation Insurance Affidavit; (m) if a Class I Dealer, submit a copy of the franchise agreement;  (n) attend next License Commission meeting once application is reviewed by the Haverhill Police.
