City of Haverhill Parking Services Division

The Goal of the Parking Services Division in the City of Haverhill is to provide you with a clean, safe, and customer friendly parking environment.

 City of Haverhill to resume Paid Parking on Monday, May 3, 2021 in the Downtown Area.
 The  City of Haverhill will resume paid parking in the Central Business District beginning on May 3, 2021.

New paid parking hours are Monday through Saturday, 10 am to 8 pm for both on-street parking and off-street parking lots and Herbert H. Goecke, Jr. Parking Deck.

Limit on-street parking to 2 hours maximum during paid parking hours (M-Sat, 10 am to 8 pm).  Parkers can stay as long as necessary in parking lots/Goecke parking garage with the exception of the Eliot Place parking lot, which has a 2-hour limit in place via ordinance

Hourly parking rate is $ 1.00. However, existing parking kiosks and new kiosks will allow for paid parking in 15-minute increments. Use of a credit card and Passport Parking app for payment shall require a minimum of one-hour parking.

The City will now use Pay-by-License Plate number instead of pay & display and/or pay by space.

How Pay-by-License Plate works:

  1. Consumer notes their license plate
  2. Consumer goes to pay station
  3. Consumer enters license plate # and purchases time for parking. There is no need to  return to your vehicle to display receipt.

Parkers can Pay-by-Phone as well. The City of Haverhill uses Passport Parking as its pay by phone provider. 
How Pay by Phone works:

  1. Download the Passport Parking app
  2. Enter your parking location zone. Signage by pay station indicates zone
  3. Enter your parking session information such as your length of time. Choose your payment method.
  4. Receive alerts, extend your time if you wish, and obtain parking session receipts.

All statutory regulations such as No Parking in a cross walk, within 15 feet of a fire hydrant, etc. will be strictly enforced.

The City is responsible for the overall management of nearly 1,000 City owned parking spaces in the Central Business District with on-street parking, 11 parking lots, the Herbert H. Goecke Parking garage and the back-in-angle parking area on Bailey Boulevard. Paid parking operations are run by Laz Parking, a private parking contractor. 

The MVRTA is responsible for the parking garage on Granite St. - www.mvrta.com

The MBTA is responsible for the parking lot adjacent to the Haverhill MBTA Station and Bradford - www.mbta.com

The Central Business District (CBD) parking plan provides many important benefits:

  • promotes parking turnover in the CBD
  • assists with relieving traffic congestion throughout the downtown which stimulates residential and business opportunities
  • provides funding through the paid parking program to offset parking expenses.

To ensure the compliance with the latest restrictions, always be sure to follow the posted signs.

Paid Parking in the Haverhill Central Business District (Downtown)

In City owned parking lots (see list), the Herbert H. Goecke Parking Deck there is a charge of $ 1.00 per hour for parking from 10 am to 8 pm Monday to Saturday  Parking is free on Sunday. Parking earlier than 10am and after 8pm is free.

On-Street parking on Washington Street, Essex Street, Granite Street, Locust Street, and Wingate Street is $1.00 per hour from 10am to 8pm, Monday to Saturday.  

Parking at the MVRTA garage on Granite Street is $1.00 per hour.  Monthly parking is available.

PERMIT PROGRAMS

Parking permits are available for residents and/or employees of the Central Business District.

HOW TO OBTAIN PERMITS

Parking Office

Permits may be purchased by completing an online application. Once completed, the permit will be available for pickup by the end of the next business day. The permit can then be picked up at the garage office at: 43 Granite st, Haverhill MA, 01843

Residents and employees must show proof of residency or proof of employment when picking up the permit.

TYPE OF PERMITS

Permits are sold on a quarterly basis for $60, based on $20 per month. Yearly Permits are sold at $240 for the Year. The Quarterly schedule is as follows:

  • Quarter 1: July 1 to September 30,
  • Quarter 2: October 1 to December 31,
  • Quarter 3: January1 to March 31,
  • Quarter 4: April 1 to June 30,
  • Yearly: July 1 to June 30,

Both Yearly and Quarterly Permits will be pro-rated by the full month and billed accordingly at $20/ per month.

Permits are non-refundable, non-transferrable and not replaceable in event of loss, damage or theft - All permit holders assume risk of permit ownership.
